Functions of the IBTS

The IBTS is the statutory body with responsibility for the national blood supply. The IBTS was established by Statutory Instrument in 1965. The IBTS also provides testing and tissue services to hospitals and is responsible for the Irish Unrelated Bone Marrow Registry.

How to Find Us

The National Blood Centre is located on James’s Street, Dublin 8. The IBTS has a regional Centre in Cork and blood collection team centres in Ardee, Limerick, Carlow and Tuam. In addition, the IBTS has two fixed clinics in Dublin, on D’Olier Street and in Stillorgan. Contact details for each Centre are available here.

Policies

Ombudsman (Amendment) Act 2012

The remit of the Ombudsman includes the IBTS since 2013. Members of the public who wish to make a complaint to the Ombudsman about the administrative actions of the IBTS, can do so by contacting the office of the Ombudsman.

Prompt Payment Reports

The Irish Blood Transfusion Service is committed to making every effort to pay its suppliers promptly. In this regard suppliers can help by ensuring that they provide correct invoices, accurate bank account details and by ensuring that their Tax Clearance status with the Irish Revenue Commissioners is up to date. The Government introduced a non-statutory requirement in June 2009 to reduce the payment period by Central Government Departments and Agencies to their suppliers from 30 to 15 days. Every effort, consistent with proper financial procedures, is being made to ensure that all suppliers are paid within this timeframe.

Purchase orders

Under the Public Service Reform Plan, every purchase order made by a Government Department or Local Authority or Agency must be published online. The Department of Public Expenditure and Reform (D/PER) have interpreted the Reform Plan commitments as referring only to payments for goods or services procured and consequently have omitted any other payments. They have also excluded purchase orders if the publication would be precluded under Freedom of Information legislation.

Governance

The IBTS has a 12 member Board, which is appointed by the Minister for Health. The IBTS reports to the Department of Health on its activities. The IBTS is covered by the Code of Practice on the Governance of State Bodies.
